Add/Remove Printers on all Servers in a domain

    What is the best way to give a group the correct permissions to Add/Remove
    printers to any servers in the domain. It appears "Print Operators" will
    only allow the management of printers and 'Server Operators' does not allow
    that. Do they have to have local administrator rights?

    If they need local admin rights, how can you get around this on a DC? I have
    delegated the right to logon locally, but only want to gove the rights for
    printers
