User folder permission rights

In a school invironment, I have teachers who are pretty locked down nterms
of computer/network rights. I need to open the ability for them to create
shared folders for their students to use for assignment sharing.

I could (try to) train them how to go to properties, click security, add
students based on username and assign rights.....

But I know someone out there has to have a GUI i can put on their desktop
that will make it really simple. Anyone seen a utitlity that will allow
users to easily modify folder security and add users from active directory?
