Are you using Windows 2000 Domain or Windows NT4 Domain. To use AD admin
tools in windows XP you should install those provided with Windows Server
2003, or download them from
http://microsoft.com/downloads/details.aspx?familyid=c16ae515-c8f4-47ef-a1e4-a8dcbacff8e3&displaylang=en

If you are using Windows 2000 pro, then you can use admin tools located on
your Windows Server 2000 cd (location = i386\adminpack.msi)
