Accessing Win2000 PC on network from Win98 PC

When trying to access a Win2000 machine through explorer
from a Win98 machine it prompts for a password. Above the
password box it says Resource: \\Steve\IPC$, Steve being
the Win2000 machine. I have entered every password I can
think of, the Win2000 machine password, the Win98 machines
password, the administrator password, nothing works.
