If you have another OS installation on the machine, and backup copies of
your SAM and SECURITY hives, then you could boot to the other OS and restore
the SAM and SECURITY files from your backup to c:\windows\system32\config .
I don't believe that repair has an option to restore these files
automatically anymore, after NT4.
You could also do this with the recovery console (boot from the install CD
or boot directly into recovery console, if installed).
However, I think the skipped SP3 files are going to pretty much rule out a
repair at this point, because it will be difficult to return the system to
bootable condition.
