How can I copy all security settings from one user to another?

I need to copy all security settings from one user to another. This
includes: folder permissions, local policy settings, registry
permissions, groups the user belongs to, and so on.

Is there any tool or script I can use to do this? I am using Windows
2000 and Windows 2003.
