For Win2k, I think the only products that upgrade the cipher strength to
128-bit are SP2, SP3 and the "Windows 2000 High Encryption Pack".
SP2 and SP3 for Win2k installs 128 bit cypher strength. More info here:

If you don't want to have SP2 or SP3 installed, you can install this one to
get 128 bit cypher strength:
