Administrator with no password

If a Windows 2000 Pro SP3 machine has an administrator account with no
password, can another machine on the LAN login remotely and take partial
control of the machine? If so, is there a way to disable this so that
Windows only accepts logins from the local console and not from other LAN
machines?
