Active Directory Password Policy

Hi,

Does anynone have any idea why Active Directory is not allowing me to
use simple passwords If i create a new user or reset a password. It
keeps giving errors which read :

For password change

" Windowns cannot complete the password chage for <user> because: The
password does not meet the password policy requirements. Check Minimum
password length, password complexity and password history
requirements"

For user addtions

" Windowns cannot complete the password chage for <user> because: The
password does not meet the password policy requirements. Check Minimum
password length, password complexity and password history requirement.

Windows will attemp to re-create the user object. If windows cannot
re-create the user object contact your system administrator" ( that
would be Me )

I have already confirmed and there are no policies enabled anywhere in
the domain. And even if they were, all there values are set to "Not
configured"
