Exchange 5.5 server authentication problem

I have a couple of extra accounts other than the administrator account that
I would like to log into the exchange 5.5 server with. For some reason I
cannot login with them. I get the following error:
You do not have access to login to this session.
The usernames in question are members of the domain admins, enterprise
admins, local admins groups but they cannot login. The exchange 5.5 server
is installed on a windows 2000 server in a domain. Why would only one user
(administrator) be allowed to login? I checked the local system policy and
there were no restrictions on only one user being allowed to login. For
good measure I loaded the setup security policy just in case. Still no
success. Please help!
