don't allow administrator level access to users that will
try to do such things, and use full disk encryption to
prevent the syskey and user hashes from being exported
and/or change the mode of syskey. set passwords of a decent
length and complexity - use alt+numpad; unicode characters.
disable lm hashes via security policy or registry - some
