HTTP 403 - Access Forbidden accessing to Cert Server...

Help! I installed Windows 2000 Certificate Services on a server that was a
member server (not domain controller) on a Windows 2000 domain. I initially
installed it as an Enterprise Root server and was able to access the
http://CA/certsvr page. I realized that I had made the wrong choice, that
what I needed was a StandAlone Root CA. So I uninstalled Certificate
Services, restarted the server, reinstalled Certificate Services selecting
the StandAlong Root CA option. Now when I try to access the
http://CA/certsvr page I get a 403 error... I've been butting my head
against the wall on this one for day, looking at permissions, etc. Nothing.
Help!
