Without knowing a thing about your environment, S/MIME is probably the way
to go. If you have Windows 2000 Server, you have a CA, and you can have
S/MIME. IPSec is a bit more involved, and it's impractical for situations
in which one organization is sending e-mail to many--S/MIME can be done
client-to-client, with no intermediate requirements.
