Packet/Email Encryption Yes or No

Ok,

Someone ask the question of our department if sending
emails through Outlook, internal and to the internet are
safe and encrypted, safe from packet sniffing.
In an enviroment like such, Windows 98, Window 2k and XP,
Outlook 2k and 2002.
If no advanced security options in Outlook are used and no
key is given, how are emails secure from sniffing?
