2003/XP Local Policies-Power Users

I have been using restricted groups to add domain admins
and enterprise admin to the administrator accounts.
Which works great!!! I have tried to the power users
account and I am stuck. There is no built-in account for
the domain so I cannot use it in restricted group??

Is there a way I can change who is in the local policies
of each machine without going into computer management
for each computer? Specifically I want to put a domain
global group such as Domain USers in to the power users
group of each XP workstation.

I currently have to put the Domain users group into the
Administrators group because of the nature of this
beast. I fear ultimate destruction of our network if I
the users ever figure it out. Please help.. Post or send
