Can't get certificate server to work

I recently installed certificate services on my Win 2000 server (SP3) and
have been unable to get the certificate server to operate. It keeps
indicating it is downloading a ActiveX file that it never completes.

I have not been able to find a knowledge base article or newsgroup article
that talks about this problem.
