Usually AFAIK the drive that you want to repair needs to be the
master bootable drive, but there may be third part tools that can do that.
Did you try to boot into safe mode? Make sure your cpu fan is clean and
running - it may be a hardware/driver issue. Also try reseating memory
modules and maybe just try using one module. Try disconnecting some other
drives to reduce load on power supply in case it is getting flaky or try a
new power supply if one is handy. Try recovery console with a blank password
or make a few guesses for administrator, you might just be lucky. You can
not create a recovery agent after the fact. Your private key for decrypting
the efs files is stored in your user profile folder under documents and
settings. Be sure to NOT overwrite that folder and back it up if you can.
There are third party tools that can attempt to recover your private key,
but they are not free. If your files are worth $100 or so to you I would
recommend calling Microsoft support. Others have reported here that they
were successful at recovering their efs files using instructions and a tool
from them as long as your profile is intact and you can remember your user
