Some security policy settings (most notably account policy settings) only
take effect for domain accounts if defined at the root of the domain -
http://support.microsoft.com/default.aspx?scid=kb;EN-US;259576.

There is no way of defining different lockout properties for different sets
of accounts but to create a separate domain.
