These files are usually created when Security Configuration Client logging has
been enabled. The files should be accompanied by
%WINDIR%\Security\Logs\Winlogon.log
files as well.

If that is the cause, reversing the procedure for "How to Enable Logging for
Security Configuration Client Processing in Windows 2000"
http://support.microsoft.com/?kbid=245422
should stop these files from being created.
