Security settings

I am using IE to access a software that manages work for
us company, it's been installed and ultilized for the past
year without this problem. One of our users gets this
message "Your current security settings prohibits running
ActiveX controls on this page. We have tried resetting
them as explained with IE help but dosen't seem to resolve
the problem.
