Hi Dana,
As far as I can tell, "Network and Dial-up Connections" is like Printers and Windows
Explorer - they are "launched indirectly by Windows 2000. These applications cannot
be started with the runas command." (Windows 2000 Help Topic titled: "To create a
shortcut using runas command parameters").
What you could do, though, is use taskmgr to End Process on explorer.exe, use taskmgr
File > New Task to "runas" Explorer in an admin context, and then open "Network and
Dial-up Connections" and navigate to your LAN connectoid. To return to your "currently
logged in user [that] has Power User rights," just logoff, then use taskmgr File > New
Task to run Explorer.
