It sounds like you are correct. I'm no expert at this, but a Google search
suggests that most Win2000 users with IP v6 needs are using the unsupported
Microsoft beta releases, or Trumpet Winsock 5.0 [the only production code I
could find for your need], or Tunnel Broker or another solution used at a
translating gateway router instead of the client.

You could try looking for other production third party IPv6 protocol
stacks...

I don't think the Microsoft position on native IPv6 for Windows 2000 could
