Cert question

I am trying to install an Enterprise Root CA on a new Windows 2003
server.
The server is a member of an active directory and the account I am
using is a member of both Domain and Enterprise Admins.

However, when I try to add the service, the choice for the Enterprise
root
is grayed out. What am I missing?
