Messenger Service Spam

I was under the impression that to block spammers from
sending messages using the messenger service, all I needed
to do was block the appropriate NetBIOS UDP ports on the
router, as well as port 445. After doing that, our
network is still receiving pop-up messages via the
messenger service. Do spammers have other ways of getting
around this? Thanks.
