Power Users Creating Shares Remotely

This is a repost of a question I first asked about a year ago. Every so often
our Account Operators ask when they will be able to create home directories
again so it re-surfaces onto my plate. Here it goes:
I have a batch file so our Account Operators can create home directories for
our clients. The file creates a folder on the server, shares the newly
created folder using share.vbs from the Resource Kit and then modifies the
NTFS permissions on the newly created folder using XCACLS.
I have added the Account Operators into Power Users on our file server
(Windows 2000 Advanced member server in a NT4 domain). Yet, when they run
the batch file they get an error about not having permissions to share the
folder -- everything else (creation and setting permissions) seems to work
fine. I'm sure I could eliminate the problem by adding the Account
Operators as Administrators on the server since it works under my account,
but that would likely be granting them more access to the server than I
would like.
I checked TechNet, but it is not a very good resource for information on
Resource Kit utilities. I suspect WBEM permissions could be the problem but
I'm not sure.
The exact error message they get when trying to share the folder is:
Error 0x1A8 occurred in connecting to server {servername].
Error description: Object required
Please check the server name, credentials and WBEM Core.
If you have any ideas as to what the problem could be, I would really
appreciate it.
