shutdown without logon not possible anymore ?

Hi ! I failed to make the shutdown button visible in the
logon screen on a W2k Server (english, SP3).
I did this several times before with no problems, but this
time all attemps failed. Is this a new feature of SP3 or
because our domain is native by now ???
I tried the local security policy first "allow system to
shutdown without logon" is enabled, local and effective
settings is enabled, we have no group policy for this
machine yet.
I permitted the group everyone to shut the system down for
testing, no effect.
I modified the registry like i did for year on NT4:
HKLM\SW\MS\WNT\CurentVersion\Winlogon, SZ:
SbutdownWithoutLogon=1, no success.
Any ideas ? Thank Wolfgang
