3rd Party Software to restrict Internet Access

Hi,
I have seen a computer at a public counter (for public to surf Internet)
that having restriction control. The IE window is always on top and cannot
be resized. Also access only allow to a few website related to their
services. If you are trying to browse other URL, a pop up message will alert
you that you are only allow these restricted website only. Basically only
back and forward buttons work.
I found that there are actually 2 applications are running which are an
executable file and a batch files. The exe file is activated by the batch
file. I wonder how do I create such exe file to have such Internet access
control. I think it could be a 3rd party software that allow you to
customize and compile it as an exe file.
Anybody knows is there a such Internet Tool? Where can I get it?
