How to Force Logoff of Workstations

I am trying to activate the Logon hours on my Windows 2000 Domain. I would
like the system to forcibly log them off of their workstations. The main
idea being people dont sign off of there PC's at night and I need them to.

This is my configuration:
Windows 2000 Server SP3
Windows 2000 Workstations SP2/SP3

This is what I have done:
Configured Logon hours for all users
Did the Net accounts routine
Setup the Group Policy to Force Logoff after Logon hours Expired

No one gets logged off. Doesnt stop people from accessing the Domain
Controller.

I even tried logging on to the DC and staying logged on. It never boots me.

I see in the event viewer that some laptops that are connected (running
Win98/ME) are sent messages saying their logon hour is about the expire.

Does anyone have any ideas???
