Control Panel problem

I do not know what happened but when I attempt to select an item in control
panel I get various messages, depending on the item I attempt to open (as
Administrator):

1. Username and passwords: [null] is not a valid Win32 application. Windpw
appears after OK button "Unable to run this command.

2. Startup: Access to the specified device, path, or file is denied.

The list goes on.

Help!
