Some Unidendified files on my System

Dear Sir/Madam,

  When I have downloaded some documents from different
sites I have got two unknown files folder.htt and
desktop.ini. These files cannot be deleted through any
type of deletion process. These files are is in hidden
form and coming again and again on each of the
partitions of my Hdisk.Please tell me the deatils of these
files and how could i remove these files permanently?
