"Access denied" to IIS Admin Tool

One of my users has IIS installed on his W2K Pro SP3 laptop, onm which he
runs a custom app.

After having some IIS problems, he uininstalled and reinstalled IIS, and
now, in spite of being logged in as a member of the local Administrators
group, when he tries to access the IIS Admin tool (CP--> ADM Tools --> IIS
Service Adm), he gets "access denied".

Any ideas ?
