power user group

Hello all,
We have a windows 2000 advanced server that is running
citrix metaframe xp. One of the users reported that .pcx
documents could not be opened(ms photo editor is the
program these open with), I tried with an admin account
and it worked. I tried with a test account that just had
user rights and it did not work, so it was a permissions
thing.I then added my test account to the powerusers group
on the server and it worked. I would like to not add the
user to this group so I went through the local security
policies and went to user rights assignment and added my
test account to every right assignment the power users
group had, removed from the powerusers group and waited a
few minutes for the settings to go into affect. the
program would not work(the error is no file format can be
found in the registry). What does the powerusers group
also have that i am missing?
