Certificate Creation Error - help!

On IIS5, I create my certificate file (certreq.txt). I go to my CA server
(http://localhost/certsrv/), go to submit using base64, cut&paste, hit
SUBMIT and I get:

Failed to create 'CertificateAuthority.Request' object.

Any ideas?
