Disabling Internet access with Active directory

Hi there
Can anyone tell me if it is possible to disable access to
the internet through active directory? I have a group of
users who are not allowed access and can't seem to find
an option for this in AD. Also, despite all the security
on my machines, when a user clicks start, then right
clicks all programs, they are able to see the server and
the rest of the network as well as the C drive which is
inaccessible any other way! Any ideas on how to block
this?
