The main ways to control user rights/privileges are - ntfs
permissions and group policy. You can apply different levels to each
user/group. Group policy will apply to a user based on the OU they are in.
Control of what types of files to download would require a firewall/router
device that can filter file types, etc to specific tcp/ip addresses. ---
