The only way I am familiar with preventing changes on a
standalone is to place your users in the Restricted Users
Group. This is highly restrictive which prevents users
from seeing files that others have created. So, testing
is advised for your specific requirements. Then,
your "maintenance" person could be in the Power Users
allowing add/delete of programs/drivers. You could be the
only administrator and the only one with the ability to
make system level changes.
