2000 pro sharing files and folders

  hello
      i have 2000 and 98 set up with a tcp\ip static ip
addresses network.i can take all the files i want from 98
with 2000.when i try accessing files from 2000 with 98 it
says network access denied.i've shared the folders and set
there permissions everything appears to be shared and
permissions set.i've gone through the knowledge base for
hours found how to share files and folders.still nothing
some one please help me going crazy
