Configuring policies for issuing end-user certificates

Hi,

I'd like to set up a standalone root CA (on Windows 2000 Advanced
Server) to issue simple certificates. The only extension I am
interested in setting on the issued certificates is Key Usage -- I'd
like to set this to be "Digital Signatures."

I don't want to use Active Directory if I don't have to.

How do I set up such a certificate policy?
