Try these commands instead. Make sure you are logged in as the
Administrator. The help box pops up when something on the command line is
incorrect.
Secedit /configure /cfg "%windir%\repair\secsetup.inf" /db
"%windir%\security\database\secsetup.sdb"
Secedit /configure /cfg "%windir%\repair\secdc.inf" /db
"%windir%\security\database\secdc.sdb"
Or you can use:
secedit /configure /cfg "%windir%\security\templates\setup security.inf"
/db "%windir%\security\database\restoress.sdb"
secedit /configure /cfg "%windir%\security\templates\DC security.inf" /db
"%windir%\security\database\restoredc.sdb"
