2000 security settings are corrupted

I am following the commands in microsoft knowledge base
article # 329887 and having no luck resetting the security
back to default. I am typing the command exactly like it
is stated and all it does is pop up a help box. Any help
would be appreciated. I have a new server that is useless
at this point.
