How to block ICQ?

Just wondering i have about 40 clients computer running
windows 98 and they are connected to a windows2000 server.
users don't need to log in.
i have to let the users to go on to the net and be able to
install some programs as i have reborned cards installed
in all the client computers.
however,what can i do to prevent users to install ICQ and
run it?
