The policy agent is only relevant if you are actually
using IPSec. If you had any policies and filters enabled,
you will lose them by stopping the service.
That service running and not doing anything should not
have any effect on email. I'm guessing that you do have a
policy that has something to do with port 25 and,
possibly, a server that you are forwarding mail to.
Open gpedit.msc and click through starting at Computer
settings/Windows settings till you get to IPSec. On the
right there will always be 3 default policies. Any more
would also be listed there. Click around and see what
you've got.
