Win2k File Permissions change

Hi -

I have a situation where a file permission gets changed
when a user edits the file. For example - the directory
permissions are \\local server\users - Modify, \\local
server\Administrators - Full Control, \\Local
Server\System - Full Control.

After a user edits the file - the permissions are:
\\Domain\user_a - Full Control - and no other permissions
are available.

This user is not savvy enough to change those permissions,
nor would they want to. This is an Access 2000 mdb file.
I have also seen this happen on other types of files not
related to MS products.

The issue is that then no one else can use the file except
for that user.
