Permissions not propagating in AD

We are testing Exchange 2000 and just found a weird problem in our Active
Directory. Current existing user accounts aren't inheriting the correct
permissions from the OU they are in. The OU permissions are properly set up,
but not being propagated to the users. I'm talking about the permissions
assigned to various accounts and groups on the user account security tab.

I make sure the check box is checked to inherit permissions, but they aren't
inherited properly. And after a few hours the check box is cleared. I have
also tried manually setting the permissions on my account to the correct
ones and they disappear after a few hours as well. Newly created user
accounts have the correct permissions and are fine.
