There's also the mmc IP Security Management snap-in. It's not scriptable,
but it's a lot more friendly than the command-line.
In case it matters for your future configuration, IPSecPol was replaced by
IPSecCmd in XP, which in turn was replaced with a Netsh provider in Win2003.
