Delegation of Control Wizard

I used the Delegation of Control Wizard to allow our help desk do some basic
network admin tasks. I created a custom MMC console for them to use.

The only feature that I can't seem to "activate" for them is the ability to
"un-lock" a user account in Active Directory.

If you double click on a user, and then click on the "Account" tab, in the
middle of that window it says "Account is locked out".

How do I give my help desk people the ability to "un-lock" accounts?
