There is a program called quickresnt.exe at
http://sunlightd.virtualave.net/Projects/QuickResNT/.
There is also the code for the program at that location.

I am currently running win2kpro on the client machines in
a domain. In the GPO's I have locked out display
properties so users can not change screen resolution and
screen refresh rate.

With the quickresnt program users can change display
properties. I have removed the read permissions for the
users in the %systemroot%\system32 directory. The users
can still change the display properties.

I have also tried to lock down the registry and the
program still works.

Does anyone know how to stop this program from functioning?
