You are right, however this professor, if indeed he is encouraging his
students to actively hack into a live network being used and depended
upon by many other students, professors, etc is completely out of
line. If he wishes to teach security via hacking techniques, he needs
to establish his own isolated test lab to do so. Locksmith
apprentices aren't instructed to learn by go out door to door in their
neighborhood and see how many locks they can pick and houses they can
get into and bring back house keys to all those they were successful
for.

Yes, he should be punished if that's what he is doing. It is not his
job to determine if the sysadmin is doing his job. He is
inapropriately extending his authority
