Permission from Microsoft word

My OS is Win200 SP 1 & I have Microsoft word 97. My
problem is that only the administrator is the one eligible
to access the grammar and spelling tools in word. I
already try to give full control to all users over
Microsoft Word from the regedit 32, but it didn't work.
Can you help me.. What should I do?
