Avoiding Software installation ???

Dear all,

I have build from a Win2K Pro system a deployement image,
which includes some stadard software.

Is there a way to avoid Addition of drivers or software
installation on to the system after the image has been
applied?

I would like even to avoid someone installating or modify
anything on the system even if he manage to get
Administrator rights

is there a proper way for doing that?
